Meet the NSBC 2025-2026 Board of Directors

The National Safe Boating Council (NSBC), a national catalyst for recreational boating safety, is pleased to announce the board of directors for 2025-2026. The NSBC membership accepted the board’s vote for the following officers at the General Membership Meeting on September 16, in Des Moines, IA in conjunction with the National Association of State Boating Law Administrators’ Annual Conference.

Chairman: Grant Brown, Colorado Parks and Wildlife

Immediate Past Chairman: Alan Dennison, Hull Shield

Vice Chairman: Chad Tokowicz, Marine Retailers Association of the Americas

Treasurer: Scott Johnson, Intelligent Leadership Executive Coaching

Secretary: Lisa Dugan, Minnesota Department of Natural Resources

Member-At-Large: Robert Newsome, National Marine Manufacturers Association

Member-At-Large:  Ray Fernandez, Bridge Marina Inc.

Member-At-Large: Brian Rehwinkel, Florida Fish and Wildlife Conservation Commission

“I am honored to serve as the chairman of the NSBC,” shared Colorado Parks and Wildlife Boating Safety and Registrations Program Manager Grant Brown. “It’s a privilege to follow the strong leadership that has brought the NSBC to where it is today, a trusted voice advancing safe boating nationwide. At our core, we are here for one reason: to make sure every boater returns home safely. That mission guides everything we do.” 

Per the bylaws, the NSBC Board of Directors Chairman may appoint a member-at-large. Brown appointed Brian Rehwinkel, boating safety outreach and education coordinator at the Florida Fish and Wildlife Conservation Commission on October 1, 2025.

The NSBC fosters a boating safety culture by uniting the boating community, building alliances, providing resources, empowering our partners, and influencing and strengthening programming and messaging to recreational boaters. The board and staff will implement the NSBC’s 2025-2029 Strategic Plan, which supports the U.S. Coast Guard’s National Recreational Boating Safety Program in their mission to ensure the public has a safe, secure, and enjoyable recreational boating experience.
