Request for Proposals: Safe Boating Campaign

Background

The boating industry has experienced an explosion of growth as a safe way for outdoor enthusiasts to be together and social distance. At the National Safe Boating Council, we believe that wearing your life jacket, having the right gear, and being a safety-conscious boater can help ensure the safety of you and your loved ones whenever on the water. 

The Safe Boating Campaign is a worldwide effort focused on responsible boating, encouraging boaters to always wear a life jacket while on the water. It is produced under a grant from the Sport Fish Restoration and Boating Trust Fund, administered by the U.S. Coast Guard, with support from boating safety advocates around the world. The NSBC needs a creative and focused initiative geared toward educating boaters about responsible boating, specifically safety behaviors such as always wearing life jacket wear, never boating under the influence, using an engine cut-off device, knowing navigation rules, and more. Concepts should focus on “real boaters” safely enjoying time together on the water and participating in a variety of boating activities. 

Submission Information

Please provide an estimate for one or more of the services below to Yvonne Pentz, communications director, National Safe Boating Council, 703-361-4294, at ypentz@safeboatingcouncil.org, by close of business on November 1, 2020. Any questions must be received by end of day on October 16, 2020. 

Bids will be reviewed for: creativity, originality, qualifications and required format. 

  1. Page 1: Letter introduction including agency information with specific qualifications relative to this project
  2. Page 2: Bios, headshots and contact information of the agency team members NSBC will be directly working with on this project.
  3. Up to 2 pages: Scope of services and budget
  4. 1 page: References, 3 current clients and 1 past client
  5. Up to three pages: Examples of work

Assumptions and Agreements

Any outside fees, such as influencer or marketing costs, must be included. The National Safe Boating Council reserves the right to dismiss a project bid for any reason.

The National Safe Boating Council will provide the awarded agency or contractor necessary background files. 

Professional Services Areas

The National Safe Boating Council is seeking creative and innovative professional services to build on the Safe Boating Campaign initiative and position responsible boating with the right gear as part of an adventurous and fun boating lifestyle. Please note, it is better to deliver a high-quality service in one area than poor products across various service areas.  

Professional services sought are marketing, design, digital, PSA production, and research.

The Safe Boating Campaign is implemented by local partners and must be easily adaptable. All campaign materials must adhere to the brand guidelines.

Target audiences: Recreational boaters (including, users of small [21-feet and less] open motorboats, paddlers, hunters and anglers, and personal watercraft users). Please see the U.S. Coast Guard’s 2019 Recreational Boating Statistics for further insights.

Marketing:

  • Focus on social change marketing strategies to influence boater behavior
  • Must include concept, images, and other items to support marketing effort

Design:

  • Skilled in animation and illustration
  • Development of infographic and social media images
  • Miscellaneous work such as resizing ads for placement

Digital:

  • Website enhancements to improve user experience
  • Modifications to Become a Partner and Resources page to better build grassroots support
  • Website maintenance throughout the project period

PSA Production

  • Produce at minimum one 30-second and one 60-second video PSA on-site at location TBD
  • Capture still photographs during the shoot focused on a lifestyle 
  • Build on existing Safe Boating Campaign videos
  • Review and update video scripts as needed to follow a simple storyboard/video direction format, noting boating equipment and prop needs (NSBC will secure boats and props)
  • Final files with and without subtitles
