Captain Johnson to Retire from U.S. Coast Guard

After a stellar career with the U.S. Coast Guard, Captain Scott Johnson is setting his sights on a well-deserved retirement and enjoying more time with his family. The recreational boating safety community will never forget Captain Johnson's contributions to boating and water safety.

Captain Johnson's successor as the Chief of the Coast Guard Office of Auxiliary and Boating Safety, Chief Director of the Coast Guard Auxiliary, and the National Coordinator for the National Recreational Boating Safety Program, will be Captain Troy Glendye beginning in spring 2021.

You are all wonderful, you have been so kind to me, and I will miss working with you. It’s been a great ride. Thank you, and I wish you the best in the future," said Captain Johnson.

Captain Johnson has served as the Chief of the Coast Guard Office of Auxiliary and Boating Safety, and Chief Director of the Coast Guard Auxiliary from 2018-2021. In this role, he also was the National Coordinator for the National Recreational Boating Safety Program.

His previous assignment was a Division Chief in the Coast Guard’s Office of Design and Engineering Standards where he led the development of U.S. national maritime safety and environmental protection regulations and policies for complex shipping, oil and gas projects. In his tenure, Captain Johnson produced standards for dynamic positions systems, safety management systems and portable accommodation systems, as well as numerous novel ship designs.

In 2010, Captain Johnson was assigned to Sector Anchorage in Alaska as the Chief of Prevention. In this role, he was responsible for all Marine Safety, Waterways Management, and Port Security missions in Western Alaska. While assigned to Sector Anchorage Captain Johnson oversaw Arctic oil drilling operations, served as Deputy Federal On-scene Coordinator for a major Incident Command System response when the Mobile Offshore Drilling Unit KULLUK grounded, and served as On-scene Commander for Operation Nome Energy Support – winter delivery of fuel to “iced in” Nome, Alaska.

In 2006, Captain Johnson was assigned to the Coast Guard Marine Safety Center in Washington D.C. as the Division Chief of the Tank Vessel and Offshore Division. In this capacity, he supervised a staff of naval architects and engineers performing technical plan review of tank vessels, offshore supply vessels, mobile offshore drilling units and oil production facilities. He oversaw the technical review of numerous novel vessel designs, including the United States’ first Floating Production Storage and Offload System – an innovative oil production ship.

Previous assignments include serving as Executive Officer of Marine Safety Unit Baton Rouge, as a marine inspector and investigating officer at Marine Safety Office NewOrleans, and as an engineering officer aboard Coast Guard Cutter ALERT.

Captain Johnson is a 1994 graduate of Norwich University where he earned a Bachelor of Science in Mechanical Engineering. He also graduated from the Naval Postgraduate School in Monterey, CA in 2006 with a Master of Science in Mechanical Engineering. Captain Johnson is a native of Covington, Louisiana. He and his wife Tamara live in Stafford, Virginia with their five children.

This global networking and education opportunity for anyone involved in boating and water safety will feature: dynamic keynote speakers, informative and interactive breakout sessions, product demonstrations, panel discussions, and a virtual exhibit hall. The conference will be offered daily from 1:00-4:00pm EDT.

Alex Otte Named MADD National President

Congratulations to Alex Otte, National President of Mothers Against Drunk Driving (MADD)! As President, Otte will serve as national spokesperson and chief advocate for MADD, whose mission is to end drunk driving, help fight drugged driving, support the victims of these violent crimes, and prevent underage drinking.

Prior to being selected to serve in this position, Otte worked as a Research Associate after joining NASBLA in 2018. Otte was the lead researcher and writer for NASBLA’s Boating Under the Influence (BUI) Report and Dashboard. The report serves as a collection of summaries of international studies related to alcohol, impairment, and the effects that those can have on rates of fatalities and traumatic injuries as it pertains to recreational boating. Otte was also heavily involved in the association’s national BUI outreach and awareness campaign, Operation Dry Water.

Additionally, she collaborated with the NASBLA Boat Operations and Training (BOAT) Program, speaking with officers about the importance of their work as it relates to not only documentation and reporting, but also working with victims and their families after an incident.

Federal Boat Safety Act of 1971

On August 10th, 1971, President Richard Nixon signed the Federal Boat Safety Act (FBSA). The act mandated a cooperative Federal-State effort to improve the safety of recreational boating in the United States. It also established the National Recreational Boating Safety Program and gave the U.S. Coast Guard the authority to establish mandatory boat manufacturing and safety standards.

The NSBC is launching a campaign in partnership with the U.S. Coast Guard to recognize the remarkable impact of the FBSA of 1971. The campaign will mark the Act’s 50th anniversary.

“Over the last 50 years, the Federal Boat Safety Act of 1971 has helped to continue the industry and cultural focus on boating safety,” said Captain Scott Johnson, Chief of the Coast Guard Office of Auxiliary and Boating Safety. “This commemorative celebration is a reminder to the entire boating safety community, including all levels of government, non-profit organizations, and the boating industry, about the importance of our continuing efforts to partner together to create a safe experience for all boaters.”

The Federal Boat Safety Act led to a significant reduction in recreational boating accidents and fatalities after its passing. From 1972 to 1975, the recreational boating fatality rate was 12 percent lower than the rate in 1971. Today, recreational boating accidents are at historic lows. Learn more >>
